Phones - Your Cadet can take a phone with them on I-Day and probably should. They will likely get to use it on Doolie Day out. However, it will be secured during Basic Cadet Training (BCT). They will have more freedom to use it after BCT. However, the actual "use policy" will vary from squad to squad.
Computers - A computer will be issued to your Cadet after they return from Jack's Valley (the second half of BCT). There is no need to send a computer or pay for the issued computer up front. The cost of the computer will be deducted from your Cadet's monthly pay.
Here is the information from a recent computer issue at USAFA (2014). Each year will vary slightly as computer models and software are updated but in general terms, these are the computer related items your cadet will receive after basic training.
